McGovern utilizes value engineering (VE) analysis to ensure that
the proposed design provides the greatest value for the specified
budget in terms of cost, schedule, quality, and performance. Pavarini
McGovern distinguishes between a VE study, which analyzes the project
cost, schedule, design and construction against a baseline of functional
requirements, and a cost-reduction exercise which does not include
functional requirements. We will use a holistic approach to VE studies,
including, integrating and benefiting from the knowledge of the
owner, the entire design team, consultants, and various trade contractors
in the exercise. We believe that VE:

allowing for decisions and choices based on what works the best
and will be affordable within the project budget.
